Cadbury is a sweet boy, with no aggression towards other males and often tries to hide under them when unsure. He currently lives in a all boy herd and still has little trust in people holding him, simply because of what he was rescued from.
Once he gets to know you and have confidence in you, he will call just to find out where you are. He has come a long way since being in care and could definitely progress further, with time/patience of course.

As he is living comfortably with a herd of 10 males he must have a companion, gut stasis and a timid companion pet are real possibilities. Guinea pigs should always be housed with a companion guinea pig they get along with.
